Joel was a prophet of the LORD.
  Joel foretold about the Day of Judgment (it is still future to us).
  Joel called the people to repent – for God’s judgment against sin is coming.

  God’s chosen people, the Israelites, will turn to God as their refuge and their stronghold on that day.  God’s day of judgment.   Joel 3:16
